Situation Overview:
Yemen continues to face a severe humanitarian crisis, with approximately 1.5 million internally displaced persons (IDPs) living in hosting sites across the country. Many of these IDPs reside in inadequate shelters that lack basic amenities and are vulnerable to harsh weather conditions and other risks. The primary challenges include the absence of formal land tenancy agreements, leading to eviction threats, and limited access to essential services such as water, sanitation, and healthcare. The Camp Coordination and Camp Management (CCCM) Cluster, led by UNHCR, aims to improve the coordination of multi-sectoral responses at the site level, ensuring the protection of displaced populations. However, many IDP sites lack basic services, with more than half not reached by humanitarian actors and 93% of camp-like settings missing essential services such as food distributions, protection assistance, WASH facilities, durable shelters, education, and access to livelihood opportunities. Additionally, sites are at risk of re-displacement due to factors like flooding and proximity to active hostilities, with about 32% of sites at risk of flooding and 48% of people in IDP hosting sites within 5 km of areas of active conflict.
YFCA's Shelter and Camp Coordination and Camp Management (CCCM) program aims to address the urgent needs of internally displaced persons (IDPs) and other vulnerable populations in Yemen. The program’s scope includes providing safe and adequate shelter, improving living conditions in displacement sites, and ensuring coordinated and effective management of these sites.
Program Scope
YFCA Shelter and CCCM program focuses on:
- Shelter Provision: Offering emergency and transitional shelters to IDPs and vulnerable communities to protect them from harsh weather conditions and ensure their safety.
- Site Management: Coordinating the management of displacement sites to ensure that they are safe, dignified, and provide access to essential services.
- Service Delivery: Facilitating the delivery of basic services such as water, sanitation, health, and education within displacement sites.
Program Strategy
The strategy of the YFCA Shelter and CCCM program includes:
- Needs Assessment: Conducting thorough assessments to identify the most urgent needs of displaced populations and vulnerable groups.
- Community Engagement: Involving affected communities in the planning and implementation of shelter and site management activities to ensure that interventions are culturally appropriate and meet the actual needs of the people.
- Capacity Building: Training local authorities, community leaders, and other stakeholders to enhance their ability to manage displacement sites effectively and sustainably.
- Coordination and Collaboration: Working closely with national and international partners, including UN agencies and NGOs, to ensure a coordinated response and avoid duplication of efforts.
- Monitoring and Evaluation: Implementing robust monitoring and evaluation mechanisms to track the progress of interventions, measure their impact, and make necessary adjustments to improve effectiveness.
By focusing on these areas, the YFCA Shelter and CCCM program aims to provide immediate relief to those in need while also working towards long-term solutions that promote stability and resilience in affected communities.
